What does "you can only send messages to mutual contacts" mean on Telegram?
It means Telegram has put your account on a temporary spam limit, not that the other person blocked you. When Telegram says you can only send messages to mutual contacts, new chats are allowed only with people who keep your phone number in their own contact list. Telegram's general FAQ words it plainly: reported accounts "can only send messages to people who have their number saved as a contact."
So what are mutual contacts in Telegram? Two accounts that have saved each other's numbers. The API keeps a separate flag for it: one field marks a user as "a contact", a second marks them as "a mutual contact". Your side of the address book is not enough. If you saved a client's number but they never saved yours, the app still treats them as a stranger while the limit runs.
The wording shifts a little between apps and languages, and API clients such as Telethon get a bare PEER_FLOOD error instead of a sentence. Is it your account, or did they block non-contacts?
Check whether the block hits everyone or one person. If every new conversation fails the same way, the limit sits on your account. If only one chat refuses you, that recipient has probably told Telegram to keep strangers out, which is a normal privacy choice and not a penalty against you.
Since 31 January 2024, Telegram Premium subscribers can restrict who may write to them to "My Contacts and Premium Users", per the Telegram blog post announcing it. The first row is the only one that follows you to every chat. The rest are the other person's call, and no tool should be used to get around them.
Who can a limited account still message?
Two groups of people stay open to you: anyone who has your number saved, and anyone who writes to you first. Telegram's spam FAQ confirms the second point in a single line: "You can also always reply to anyone who messages you first." Existing threads with those people carry on as normal.

- If you believe the reports were a mistake, follow the bot's prompts to say so. Describe what you actually sent; a moderator reads it.
- After the limit lifts, change whatever caused the reports before you write to strangers again.
When we re-read the spam FAQ on 10 October 2026, two lines stood out. Reports are "checked by human moderators", and repeated offences earn longer blocks. There is no paid fast lane, and Telegram calls an early release for a justified limit "impossible". How to message non contacts on Telegram without saving a number
You can message someone on Telegram without their number as long as you know their username. Type the @username into the search bar, or open a t.me/username link, and the profile opens with a message box. Have only a phone number? Telegram's FAQ describes a link in the format t.me/+ followed by the full international number, with no spaces. Adding people directly works only when their "Groups and Channels" privacy setting allows you. Yes, with a Fragment anonymous number. Since December 2022 Telegram has accepted blockchain-based +888 numbers that are not tied to any SIM card, bought on the Fragment numbers marketplace. A Telegram account without number still has an identity: the +888 number works as the login, and you need a TON wallet to buy it. Be clear about what a fresh account does not do. It is not a way out of a spam limit.
